Karl has more than 24 years leadership experience in the electric utility sector. He has served as a public utility commissioner for the state of Texas, a Deputy Assistant Secretary for Utility Technologies at the US Department of Energy, a Vice President with the Austin Energy (the City of Austin, Texas' municipal electric utility), a director of global regulatory affairs for the AES Corporation and AES Wind, a managing director with the Rocky Mountain Institute, and a non-profit energy program manager. Karl is best known for his work in renewable energy and energy efficiency policy development and program leadership. He is an attorney with a bachelor's degree from Texas A&M University, a juris doctorate degree with honors from the University of Texas School of Law, and post-doctorate degrees in military and environmental law. Karl served honorably in the US Army for more than 12 years, as an Armored Cavalry officer and as a Judge Advocate.
