Mr. Stinebaugh is the Senior Fellow for Arctic Security Policy at the Institute of the North in Anchorage, AK. He also provides consulting services on Arctic issues with Arctic Information Solutions. He was a Federal employee for 38 years in the US Army and as a DOD civilian. He retired in April 2014. He served in multiple overseas locations as well as various locations in the United States in both leadership and analytic positions. His areas of expertise include the Russian military and the Arctic. His undergraduate work was at the University of Maryland University College in Russian Area Studies and his graduate work was also at UMUC in Management. He is a graduate of the United States Naval War College Non-Resident Seminar Program (Command and Staff).
