Robert M. Hallman is a Senior Fellow at Getches-Wilkinson Center for Natural Resources, Energy, and the Environment, University of Colorado Law School and former Fellow at the Center for Global Energy Policy. He has over 30 years of experience in energy and environmental policy and legal matters. Most recently Mr. Hallman served as Deputy Secretary for Energy and the Environment for New York State Governor Andrew Cuomo, with responsibility for eight state entities, including the Public Service Commission, Department of Environmental Conservation (DEC), The New York Power Authority, and the New York State Energy Research and Development Authority. Immediately prior to joining Governor Cuomo, he directed the energy and environmental practice (national and international in scope) at the law firm of Cahill, Gordon & Reindel with offices in New York City, Washington ,D.C., and London, and served as Chair of the Board of the non-partisan, New York League of Conservation Voters. Earlier in his career, Mr. Hallman served as Deputy Commissioner and General Counsel of DEC, Deputy General Counsel (Programs) of the United States Department of Energy, and Special Counsel for Energy and Environmental Matters for the New York State Assembly. He is a member of the bars of New York, District of Columbia, and Colorado, the International Environmental and Resources Law Committee of the American Bar Association, and has been listed among NY Super Lawyers and International Who’s Who of Environmental Lawyers.
